A new data product is set to change how Australians understand the link between study and employment, offering a more transparent view of how vocational training leads to a wide range of careers.
The Training to Occupation Pathways (TOP) dataset maps Vocational Education and Training (VET) qualifications to occupations classified under the Occupation Standard Classification for Australia (OSCA). The result is a practical tool designed to support workforce planning, career decision-making and policy development.
Unlike traditional models that suggest a single qualification leads to a single job, TOP highlights the flexibility of the VET system. It shows that one qualification can open doors to multiple occupations, while many roles can be accessed through a range of training pathways.
A key feature of the dataset is its new pathways typology, which adds depth to how training outcomes are interpreted. Categories such as ‘occupation ready,’ ‘specialised training’ and ‘progression pathway’ help explain not just whether a qualification links to a job, but how and why it does, offering more meaningful guidance for students, educators and policymakers.
The dataset combines advanced data science techniques, including natural language processing, with rigorous validation by analysts, and industry experts within the Jobs and Skills Councils. This blended approach ensures the insights are both data-driven and grounded in real-world industry knowledge.
Importantly, TOP is designed to evolve. Ongoing input from users and stakeholders will continue to refine and improve the dataset over time, keeping it aligned with the changing VET system and labour market.
An accompanying methodology overview has also been released, providing further transparency into how the dataset was developed and validated.
