Australia now has a national baseline for measuring vocational education and training (VET) outcomes under the National Skills Agreement (NSA).
The National Skills Agreement Outcomes Framework Balanced Scorecard Baseline Report brings together national indicators, measures and targets to provide a system-wide view of performance and assessment of outcomes across the VET system.
The report establishes a baseline against which future progress can be measured. It provides Australian governments, industry and the community with a shared, evidence-based review of how Australia's VET system is performing across a range of population and system outcomes, including outcomes for priority cohorts such as First Nations Australians, women and people with disability.
Findings in this report point to relative strengths across the system, including post-training earnings, employment outcomes, pathways to further education and alignment between training and workforce needs. Enrolments and completions of study, linked to occupations in shortage and national priority areas, have grown in recent years, supporting workforce supply and resilience of labour markets.
As the first report in a series, the Balanced Scorecard lays the foundations for tracking change over time and monitoring progress towards NSA outcome measures as reforms mature and become embedded across the VET system.
