Recruitment eases as employers hold steady on staffing outlook

Recruitment activity softened in June 2025, with 44% of employers hiring, down 6 percentage points from last month but still 5 points higher than a year ago. Recruitment difficulty also eased, falling 6 percentage points to 44% of recruiting employers, well below the July 2022 peak of 75%.

The latest Recruitment Insights Report suggests a resilient labour market, despite slower employment growth earlier this year. Notably, employers in Rest of State areas were expecting to increase staffing levels over the next three months (21%) compared to those in Capital Cities (18%).

Turnover remains the key driver of recruitment, with 65% of employers hiring to replace staff, while fewer businesses were only hiring for new positions.

While staffing levels were largely unchanged overall, the proportion of employers unable to fill vacancies within a month edged up slightly to 39%, though this remains well below times when the COVID pandemic’s influence was at its strongest.
