A new report released by Jobs and Skills Australia (JSA) reveals that partial completion of a VET qualification provides measurable improvements in employment and income, reduced reliance on income support and strong, consistent outcomes for apprentices and trainees.
Drawing on data from more than 900,000 domestic VET students, the research finds partial completion garners purposeful, job relevant skills that deliver real labour market benefits. It supports entry into work, career progression, and ongoing learning.
The evidence challenges the traditional view that completion is the only meaningful measure of success.
The research demonstrates that partial VET completers experience economic outcomes, including increased earnings and improved employment rates across priority cohorts and regions, and a reduced reliance on income support.
Among partial completers, apprentices and trainees recorded some of the strongest outcomes with a 90% employment rate, compared to the national average of 75% for partial completers, and a median income uplift of $13,800, almost double the national median uplift of $7,000.
These results underscore the importance of recognising skills gained, regardless of whether a qualification is formally completed.
