    The Australian Government has commissioned Jobs and Skills Australia to undertake a capacity study on the workforce needs of Australia’s Early Childhood Education and Care (ECEC) sector. 

    This study will provide critical evidence and insights to support current and future workforce planning for this important sector. 

    It will include a detailed understanding of the needs of the workforce to support the Government’s Early Years Strategy, which focuses on the wellbeing, education, and development of Australian children. 

    The study will consider a broad range of workforce, education and training settings that contribute to ECEC workforce issues such as retention and career progression 

    We are undertaking this study in partnership with HumanAbility, the Jobs and Skills Council (JSC) with the responsibility for the Children’s Education and Care, Aged and Disability, Health, Human Services and Sport and Recreation industries. 

    The study is being conducted with consideration of the Productivity Commission’s and Australian Competition and Consumer Commission’s inquiries into the ECEC sector in Australia. 

    Jobs and Skills Australia released a consultation paper, which provided an opportunity for interested stakeholders to comment, share their diverse views, and allow us to gain an authentic picture of workforce practice in Australia. Consultation closed on the 30 January 2024. Feedback on this paper will be considered by JSA and will help shape the final report.
     

    Next steps

    Jobs and Skills Australia with Human Ability will be engaging with stakeholders on the study throughout February and March 2024.

    Jobs and Skills Australia will report to the Minister for Skills and Training and the Australian Department of Education on interim progress in February 2024 and finalise the Study report mid-2024.

    Terms of Reference

    The final Terms of Reference for the study were published on 14 February 2024 and incorporated feedback from interested stakeholders. These have now been approved by the Minister of Skills and Training the Hon Brendan O’Connor MP.
