Jobs and Skills Australia’s establishing legislation requires us to prepare and provide this jobs and skills report to government on Australia’s current, emerging and future skills and training needs and priorities.
Chapter 1 Overview
Cross-cutting forces shaping Australia’s labour market
Chapter one explores the major forces reshaping Australia’s labour market, including population ageing, artificial intelligence, global disruption and the net zero transition. It shows how these changes are influencing the jobs and skills Australia needs, while creating uneven opportunities across industries, workers and regions.
Chapter 2 Overview
Workforce demand – creating attractive, productive jobs
Chapter two examines where Australia’s future workforce demand will be strongest and why creating more attractive, productive and inclusive jobs is critical. It highlights how better job design, working conditions and career pathways can help employers address skills shortages, retain workers and make better use of Australia’s existing workforce capability.
Chapter 3 Overview
Skills supply – building and using workforce capability
Chapter three examines how Australia builds and uses workforce capability through higher education, vocational education and training, and skilled migration. It finds these pathways deliver strong outcomes, but barriers to participation, skills mismatches and pressure on the VET workforce limit how effectively skills supply meets changing labour market needs.
Chapter 4 Overview
Skills pathways and enablers
Chapter four explores how diverse and connected pathways through higher education, VET, apprenticeships and community education can help people build skills and move into work. It highlights the importance of completion, lifelong learning, stronger links between VET and higher education, and local training options that support regional workforce participation and retention.
Chapter 5 Overview
Careers and capability deepening – building skills, expertise and economic agency
Chapter five explores how career mobility, lifelong learning and better recognition of skills can help people adapt and progress throughout their working lives. It highlights the need to make skills more visible, portable and transferable through improved credit recognition, recognition of prior learning and a shared national skills language.
Chapter 6 Overview
Building an adaptive system for capability across working lives
Chapter six sets out how Australia can build a more adaptive jobs and skills system that supports people throughout their working lives. It focuses on stronger labour market signals, better evidence-based decisions, coordinated action and reforms that make skills easier to recognise, transfer and build upon.
