Clean Energy Capacity Study draft Terms of Reference

The Australian Government has commissioned Jobs and Skills Australia (JSA) to undertake a capacity study of the Australian workforce needed to transition to a clean energy economy. The capacity study will provide critical evidence and insights to support the workforce planning and policy development needed to build a strong and vibrant clean energy sector and contribute to the Government’s Powering Australia Plan.

The capacity study will build on existing research and deepen understanding of the clean energy sector, the skills of existing workforces, levels of skills transferability across industries and jobs, as well as forecasts of future supply and demand for clean energy-related roles.

The draft Terms of Reference (ToR) set out the proposed scope, governance, and consultation arrangements of the study and the process that JSA will deliver the findings.

JSA invites feedback from interested stakeholders on the content of the draft ToR.

Making a submission

Comments about the study’s ToR can be submitted to, by 20:00 AEDT Monday 16 January 2023.

Next steps

Feedback on the ToR will be considered prior to them being finalised by the Australian Government. The final ToR will be published on the Jobs and Skills Australia website.

JSA will be inviting further contributions from stakeholders on this project in 2023. Further details will be published on this website early in the new year.

JSA will deliver its report to the Australian Government in mid-2023.
